Pedagogical Consultant-12 Months

The Pedagogical Consultant will be responsible to support the academic and pedagogical aspects of DOPS activities with UNICEF. The consultant will be responsible to prepare a framework for monitoring and evaluation of the DOPS counselors school visits that builds on the Teachers’ Competency Framework adopted by MEHE. In addition, the consultant will be responsible to develop an action plan to build the capacities of DOPS counselor towards achieving the competencies depicted in the Counselor Competency Framework adapted by MEHE.

• The consultant must have at least a postgraduate degree or equivalent preferably in Education Management related fields.

Technical knowledge:
• Strong technical background in pedagogy, instructional supervision, and guidance and counselling in the Education sector;
• Knowledge of educational approaches appropriate for adult learners;
• Strong understanding of instructional supervision, guidance and counseling in education;
• Experience in/familiarity with the Lebanese education system.

Work experience and related skills:
• At least 5 years of experience in the implementation of educational projects;
• At least 3 years of experience in the public sector or nongovernmental organizations or in developmental projects;
• Experience in working with a variety of development actors and stakeholders, in particular governmental institutions and ministries;
• Experience in facilitating stakeholder consultations;
• Experience in designing capacity development materials for educators;
• Proven ICT skills using database software;
• Expertise in analyzing data;
• Strong training & facilitation skills;
• Strong communication skills;
• Ability to travel to project areas

Scope of work and Deliverable
– Provide technical support to the academic and pedagogical activities of DOPS activities with UNICEF;
– Conduct a desk review of existing studies, reports and texts related to teaching assessment, monitoring and evaluation tools and present it as a matrix summarizing the key findings from the desk review and the gaps in addition to a report with recommendations for development of new tools to address identified gaps and actions with different DOPS stakeholders;
– Compile / Develop complete set of new tools or update any existing ones, linking them to each of the 4 domains of the Teacher Competency Framework (TCF) to be readily used during the mentoring visits by DOPS coordinators and counselors, including tools for classroom observation and coaching sessions;
– Design a methodology for analyzing and reporting on findings from the monitoring visits, including quantitative and qualitative data analysis;
– Develop an action plan and carry it out for building the capacities of DOPS counselors on using the new tools and reporting methodology towards achieving the competencies described in the Counselor Competency Framework (CCF) adapted by MEHE, through giving workshops, training as well as coaching and mentoring sessions;
– Conduct a desk review of existing training targeting the professional development of DOPS counselors and compare them to the Counselor Competency Framework (CCF) adapted by MEHE then develop an action plan to build the capacities of DOPS counselors towards achieving the competencies described in the CCF
– Develop a methodology, in coordination between DOPS and CERD, in order to connect the classroom monitoring to the teacher training, in the aim of providing feedback and guidance to the training modules and follow up on its implementation;
